Message	of obtaining your license, if it stays suspended, the insurance co. cancels the policy, so essentially, no you can't insure a unlawfully licensed driver. Insurance coverage for a suspended license was created so that the people that got caught driving without insurance didn't get stuck in a vicious circle (you have to have insurance to get your license, but you can't get your license because you don't have insurance)
